Job Description:
About the role
Parsons is seeking an experienced Project Lead to coordinate consultation and engagement assignments supporting BC Hydro infrastructure projects across British Columbia. The role combines relationship-building, project coordination, documentation, and multidisciplinary delivery to help infrastructure teams work respectfully and effectively with First Nations and other project stakeholders.
This position is being established to provide dedicated senior-level capacity and expertise for BC Hydro consultation and engagement assignments across British Columbia. The successful candidate must be able to contribute immediately to BC Hydro work, including the coordination of complex files, client deliverables, Indigenous engagement processes, stakeholder relationships, project-delivery expectations, documentation requirements, and multidisciplinary project interfaces.
Position Overview
Working within multidisciplinary project teams, the Project Lead will coordinate consultation and engagement activities from early planning through delivery and closeout. The role will work closely with BC Hydro representatives, project managers, technical specialists, First Nations, and other stakeholders to organize information, support productive discussions, track commitments, and keep project teams informed.
The initial focus will be BC Hydro assignments across British Columbia. As the portfolio grows, the Project Lead may contribute to similar infrastructure, utility, transportation, environmental, and public-sector projects. The position offers an opportunity to lead increasingly complex assignments, improve delivery approaches, expand client experience, and contribute to future proposals and account growth.
Key Responsibilities
Project Planning and Delivery
· Lead assigned consultation and engagement files from start-up through completion.
· Develop practical assignment plans that identify activities, responsibilities, timing, effort, dependencies, approvals, and required products.
· Coordinate multiple active files while keeping priorities, deadlines, and outstanding decisions visible.
· Monitor progress and provide clear updates on completed work, upcoming activities, constraints, and decisions.
· Manage work in keeping with the approved scope, budget, schedule, and quality requirements.
· Document changes that may affect effort, timing, cost, or deliverables.
Engagement
· Plan and coordinate respectful, well-prepared engagement with First Nations for assigned projects.
· Prepare clear project information and help technical teams respond accurately to questions and concerns.
· Learn about Nation-specific interests, priorities, knowledge, governance, and protocols relevant to the assignment.
· Organize meetings, workshops, site visits, and working sessions, including agendas, briefing materials, follow-up correspondence, and action tracking.
· Work with clients and technical disciplines to develop practical responses to identified interests and potential project effects.
· Support project-specific funding arrangements, participation measures, agreements, and commitments when included in the assignment.
· Maintain consistent communication and follow-through throughout the life of the project.
Multidisciplinary Coordination
· Connect consultation activities with design, environmental work, property requirements, procurement, construction planning, regulatory submissions, scheduling, and document control.
· Help project teams understand how consultation requirements and Nation-specific considerations may affect project choices, sequencing, or approvals.
· Coordinate input from technical specialists and translate detailed information into materials suitable for client and community discussions.
· Participate in project meetings and planning sessions so that consultation activities and commitments are incorporated into the overall delivery plan.
· Support project managers and technical staff in preparing for and participating in meetings with First Nations.
Documentation and Client Products
· Maintain an accurate project history covering correspondence, meetings, questions, interests, decisions, commitments, actions, and outcomes.
· Keep working logs, action lists, commitment records, issue summaries, and status information current and easy to use.
· Draft and review consultation plans, meeting packages, letters, briefing notes, summaries, presentations, technical content, and other client products.
· Confirm that follow-up items have an owner and target date and that completed actions are supported by appropriate records.
· Organize information so the client can readily understand the history of the file, its current status, and remaining work.
Participation and Community Opportunities
· Work with project and procurement teams to identify realistic opportunities for Indigenous businesses, employment, training, monitoring, and other forms of project participation.
· Help shape opportunities that reflect community interests, project needs, timing, procurement requirements, and available authority.
· Track approved participation commitments and summarize progress and outcomes.
Account and Practice Development
· Contribute project experience, delivery methods, staffing information, and lessons learned to work orders, account planning, proposals, and presentations.
· Help improve practical templates, workflows, and delivery tools used by project teams.
· Support the planning and mobilization of new assignments as the client portfolio develops.
· Share knowledge with colleagues and contribute to consistent, high-quality consultation and engagement delivery.
Required Qualifications
· Bachelor’s degree in Indigenous Studies, Planning, Environmental Science, Social Sciences, Resource Management, Public Administration, Engineering, or a related field. A comparable combination of education and relevant experience will be considered.
· A minimum of 10 years of progressively responsible experience supporting First Nations consultation, engagement, accommodation, infrastructure delivery, environmental assessment, planning, natural resources, utilities, or a related field.
· Direct experience working with First Nations, Indigenous governments, communities, or representative organizations in British Columbia or elsewhere in Canada.
· Direct experience working within BC Hydro’s project, regulatory, consultation, or delivery environment.
· Demonstrated experience building respectful working relationships with First Nations in British Columbia.
· Working knowledge of the Duty to Consult, accommodation, Indigenous rights and interests, governance, cultural protocols, and respectful relationship practices.
· Experience leading project-based consultation or engagement assignments for complex infrastructure, transportation, utility, energy, environmental, resource, or major capital projects.
· Demonstrated ability to organize scope, schedules, budgets, resources, risks, commitments, records, and client deliverables.
· Experience preparing professional plans, reports, briefing materials, correspondence, presentations, and decision-support products.
· Strong facilitation, writing, verbal communication, negotiation, conflict-resolution, organization, and client-service skills.
· Ability to work independently, handle sensitive information appropriately, and collaborate within multidisciplinary teams.
· Valid Class 5 driver’s licence and willingness to travel within British Columbia.
Preferred Qualifications
· Experience supporting a Crown corporation, regulated utility, provincial ministry, transportation agency, or major public infrastructure owner.
· Experience supporting BC Hydro project teams, records systems, regulatory processes, consultation practices, or delivery requirements.
· Experience with project-specific funding arrangements, agreements, consultation summaries, and commitment closure.
· Experience supporting environmental assessments, regulatory approvals, Indigenous Knowledge work, land and resource use studies, rights-impact work, or socio-cultural studies.
