Eligibility and documents
Applicants must be permanent Kamloops residents within the program boundary and meet an income or assistance route. Routes include provincial income assistance or income, pension or long-term disability below the program guideline. Use the application’s actual household limits rather than another city’s figures.
Bring photo ID, a second ID such as birth certificate or Care Card, current address proof and income proof. The latter is provincial assistance confirmation or the latest Notice of Assessment for each adult in the household.

Where to apply and annual timing
Blank forms are available at TCC, Westsyde Pool, the museum and screening agencies. Completed applications must go to an ARCH Public Screening or Referral Agency; City facilities do not accept them.
The page describes the cycle as August 9 to July 31. That unusual date is reported as source wording, not silently changed. Applicants after February 1 receive $200 because half the cycle has passed. Apply again each year.

Using credit without losing access
For Activity Guide programs, clients pay 15% while credit covers the rest. Paying more yourself can preserve credit. Credits can also buy facility memberships or drop-ins. Everyone has a separate account and cannot use someone else’s credit.
Withdrawal has the usual $10 cancellation fee. Missing three consecutive classes without notice removes the person from ARCH. If the City cancels, credit is restored. To use outdoor summer pools, buy a punch card or facility pass at TCC because outdoor pools cannot access the account.
