Suitable delegation topics
Delegations let community groups describe a topic or initiative at the start of selected Tuesday Council meetings. Funding, land or significant City-expenditure requests and proclamations are not permitted through this route.
Public-hearing or rezoning topics, or matters already being addressed by staff, are not approved as delegations. A request can be referred to a Council committee or department instead. Use the current calendar and available form dates.

Timing and presentation material
Apply well ahead; requests received later than one week before the meeting may not be considered. Space and staffing can prevent the requested date. Legislative Services confirms approved agenda placement a few days before and supplies the Zoom link if needed.
Supporting documents are due by noon on the preceding Wednesday. PowerPoint is limited to ten slides, widescreen 16:9, Helvetica Bold 36-point headings and 28-point text. Bring at least 17 copies if material is not in the agenda; City photocopying is charged.

Public record and the meeting
Presenters’ full names appear in public agendas and minutes. Communications must be legible, signed by at least one person, dated and include phone or address. The form allows up to four presenter names and one supporting file up to 2 MB in PDF, DOC or DOCX format.
The presentation maximum is ten minutes, after which Council may ask clarifying questions. Speak to Council, follow etiquette and do not expect an immediate decision; staff research or another meeting may follow.
